Update: Body Identified Not Rizzuto Consigliere
The body in the barrel has been identified as the well-preserved remains of 47-year-old Quang Lu who was reported missing in 2007 upon his return from a trip to China, and the victim was believed to have ties to organized crime as reported by Rob Lamberti for The Toronto Sun.
